Plot Summary

Ankara, Turkey, 1943. While the great powers wage war across Europe, Africa, and the Pacific, neutral Turkey has become a hotbed of espionage where agents from every nation operate in a treacherous atmosphere of diplomacy, deception, and betrayal. At the heart of this spy capital sits the British Embassy, where the most closely guarded Allied secrets pass through the hands of the Ambassador and his staff.

Ulysses Diello (James Mason), an Albanian-born valet who serves the British Ambassador, is an unlikely spy. Cultured, intelligent, and burning with resentment toward the colonial powers who have dominated his homeland, Diello devises an audacious plan. Using his access to the Ambassador’s private office and safe, he photographs the most sensitive Allied documents — invasion plans, diplomatic cables, intelligence assessments — and offers them for sale to the Germans.

Operating under the codename “Cicero,” Diello approaches the German Embassy and begins delivering rolls of film containing photographs of documents so sensitive that they could alter the course of the war. The Germans pay staggering sums for Cicero’s intelligence, but ironically, they are unable to fully believe that information of such extraordinary quality could be genuine — suspecting an elaborate British deception operation.

Meanwhile, Diello uses his espionage earnings to finance his dream of retiring to a life of luxury in South America with the beautiful Countess Anna (Danielle Darrieux), a Polish aristocrat whose own desperate circumstances make her a willing if conflicted accomplice. But as Diello’s operation continues, the Americans and British begin to suspect a leak, and a dogged counterintelligence investigation begins closing in. The film builds to a masterfully ironic climax that reveals the ultimate futility of Diello’s brilliant but morally bankrupt scheme.
