Plot Summary

Officer James Aloysius O’Malley (Pat O’Brien) is the most by-the-book policeman on the force — so rigidly devoted to enforcing every minor regulation that he has become a nuisance to citizens and colleagues alike. He tickets jaywalkers with religious fervor, writes citations for cracked windshields, and never lets the spirit of mercy temper the letter of the law. O’Malley’s inflexible approach has devastating consequences when he stops John Phillips (Humphrey Bogart), a desperate war veteran driving with a broken muffler on his way to the first job interview he has had in months.
