Through a combination of brilliant strategy, ruthless enforcement, and sheer force of personality, Louie succeeds where countless others have failed. The rival gang leaders, impressed by his intelligence and intimidated by his willingness to use violence against anyone who opposes his plan, agree to submit to his authority. For the first time, the city’s underworld operates as a unified organization, and the money flows in unprecedented quantities.
