The honest ranchers and townspeople live in fear, unable to ship their cattle or conduct business without paying tribute to the criminal enterprise.

Hopalong Cassidy arrives in Mesa City with his loyal partners California and Johnny, immediately recognising the signs of a town under the thumb of organised crime. The saloon owner’s operation is sophisticated — he controls the cattle pens, the shipping routes, and the town’s only entertainment, creating a monopoly that allows him to extort money from every rancher in the territory.

Hoppy begins to investigate the extent of the corruption, drawing the attention and hostility of the criminal operation. The saloon owner sees the famous Cassidy as a serious threat and deploys his most dangerous operatives to drive him out of town — or eliminate him permanently.
