Plot Summary

In the final years of the nineteenth century, a series of daring and professionally executed bank robberies has plagued the American Midwest, baffling law enforcement agencies unable to identify or apprehend the perpetrators. The robberies are too sophisticated for ordinary criminals, and President William McKinley suspects that someone within the military or government may be involved. Unable to trust conventional law enforcement channels, the President summons Lieutenant Richard Perry (Robert Taylor), a brilliant young naval officer known for his courage and resourcefulness, and gives him a secret mission of the utmost sensitivity.

Perry is to resign his commission under a cloud of fabricated disgrace and, posing as a disgraced officer turned criminal, infiltrate the gang responsible for the robberies. Only two men know Perry’s true mission: the President himself and a single trusted aide. Perry successfully penetrates the gang, earning the trust of its charismatic leaders through a combination of courage, intelligence, and carefully manufactured criminal credentials. As he gathers evidence, he also falls deeply in love with Lil Dugan (Barbara Stanwyck), a beautiful saloon singer associated with the gang who represents the warmth and passion absent from his disciplined military life.

The investigation reaches a critical point when Perry has assembled enough evidence to bring down the entire operation. But before he can report to the President, catastrophe strikes: President McKinley is assassinated by an anarchist at the Pan-American Exposition in Buffalo. With McKinley dead and his trusted aide unable to be reached, Perry finds himself trapped — a man officially recorded as a disgraced former officer and suspected criminal, with no one alive who can verify that he is actually a government agent on a secret presidential mission.
